Competitive Selection of Offers – Supply of Automatic Bale Openers (De-Baling Units) for RetuRO Sorting Lines

RetuRO SGR, the administrator of the Deposit-Return System (DRS) in Romania, is launching a competitive selection of offers aimed at identifying, selecting and contracting a supplier capable of designing, supplying, installing and commissioning automatic bale opener (de-baling) units, integrated upstream of the existing sorting lines at RetuRO’s facilities. The equipment opens bales of recyclable material (PET and aluminium), cuts and extracts the tying wire, and feeds the material to the sorting line.

The offer selection will take place entirely on the Coupa platform.

The main objective is to equip each of the facilities in scope with one or more automatic bale opener units, positioned upstream of the RetuRO sorting lines, in order to safely open incoming bales of recyclable material, cut and recover the tying wire, and feed the resulting material into the sorting process in a continuous, reliable and safe manner within an industrial recycling environment. For this procedure, suppliers are requested to quote for 2 to 3 units, with the final quantity (2 or 3) and the allocation per facility to be confirmed with the selected supplier during the technical clarification stage. Suppliers are kindly requested to submit, through the Coupa platform, detailed information about the company, relevant experience, production/delivery capacity and the technical characteristics of the proposed solution, to allow a complete and fair evaluation of the offers. The cost structure (price per unit, spare parts, installation/commissioning) will be completed directly in the Coupa platform.

Selected suppliers will be required to meet high standards regarding equipment quality and reliability, compliance with technical specifications, operational safety, and performance in delivery, installation and commissioning.

Main requirements: automatic opening of bales of recyclable material (PET and/or aluminium) with automatic cutting, removal and recovery of the tying wire (minimum wire removal efficiency of 96%); compatibility with rectangular and/or round bales of variable dimensions; heavy-duty, industrial-grade construction for continuous operation; a recommended spare parts package and a minimum 12-month warranty from commissioning.
