Competitive Tender – Plastic Bags for the Collection of Returned Containers.

RetuRO SGR, the administrator of the Deposit-Return System -DRS- in Romania, is launching a competitive selection of offers aimed at identifying and contracting one or more qualified suppliers for the supply of plastic bags for the collection of returned containers (PET, aluminium cans, and glass), required for the collection activity carried out through RetuRO’s retailers and partners across the country.

The offer selection will take place entirely on the Coupa platform.

The main objective is to ensure a constant, high-quality, and price-competitive supply over a contractual period of 2 years, subject to the evaluation of agreed KPIs and a quarterly commercial review. The estimated annual volume is approximately 9 million units, distributed across 5 different bag models, each with distinct technical specifications regarding dimensions, thickness, colour, and load capacity. Suppliers are kindly requested to submit, through the Coupa platform, detailed information about the company, production capacity, certifications held, and the technical characteristics of the products, to allow a complete and fair evaluation of the offers. The cost structure (price per unit) will be completed directly in the Coupa platform, and suppliers are kindly requested to upload the technical specifications form completed in full and correctly.

Selected suppliers will be required to meet high standards regarding product quality, batch traceability, compliance with technical specifications, and delivery performance.

Main requirements: compliance with the technical specifications per model (dimensions, thickness in microns, colour, load capacity, tensile strength, elongation at break, weld strength), use of recyclable LDPE material, compliance with printing requirements (RetuRO logo, barcode, producer code, LOT number, manufacturing date, FIFO marking / 12-month shelf life), production capacity adequate to monthly consumption, competitive lead time, packaging in cardboard boxes palletised according to requirements, test report issued by a RENAR-accredited laboratory, and acceptance of the recurring monthly quality audit process carried out by RetuRO through an external RENAR-accredited laboratory.
