Competitive Selection of Offers – Implementation of a SCADA System across RetuRO Facilities
RetuRO Sistem Garanție-Returnare S.A. (“RetuRO”), the administrator of the Deposit-Return System (“DRS”) in Romania, announces the upcoming launch of a competitive selection procedure for the identification and contracting of a specialised partner for the implementation of a standardised SCADA (Supervisory Control and Data Acquisition) system across its operational facilities.
The objective of the procedure is to select a provider capable of designing, supplying, implementing and commissioning a unified SCADA platform that ensures real-time monitoring of lines and equipment, tracking of operating states and stoppages, production and efficiency (OEE) reporting, monitoring of operational consumption (electricity, gas, compressed air), as well as the integration of a dedicated CCTV system covering the main equipment. The data collected at site level will be consolidated into a central Business Central platform for unified group-wide monitoring and reporting.
The selected provider will deliver an integrated solution tailored to RetuRO's operational requirements, including the SCADA architecture, integration with existing programmable logic controllers (PLCs) and controllers, acquisition of analog and digital signals, dashboards and reporting modules, the CCTV component, and the strategy for centralising site data into the Business Central platform, in line with the performance standards required by RetuRO.
The complete procedure documentation, together with the official timeline and detailed requirements, will be made available to interested companies following the signing of the non-disclosure agreement.
How to express your interest:
Given the confidential nature of the documentation, interested companies are invited to submit an electronically signed non-disclosure agreement (“NDA”) to achizitii@returosgr.ro.
Following the submission of the signed NDA, either electronically (with certified electronic signature) or in physical format (with handwritten signature), companies will be granted access to the procedure documentation upon its official launch.
The deadline for submitting NDAs is Thursday, 20 August 2026, end of day (EOD).
