Competitive Offer Selection – AI Analyzers

RetuRO SGR, the administrator of the Deposit-Return System (DRS) in Romania, is launching a competitive selection of offers aimed at identifying and contracting a qualified supplier for the supply, installation, integration, commissioning and support of an AI-powered material analysis system (AI Analysers), intended for RetuRO's operations of counting, sorting and preparing collected packaging for recycling (PET, aluminium cans and glass).

The offer selection will take place entirely on the Coupa platform.

The main objective is to deploy an automated material analysis solution based on AI and computer-vision installed above the conveyor belts, delivering continuous, reliable and traceable data on composition, contamination and sorted-stream quality. Indicative configuration: 8 facilities and approximately 32 analyzers (4 per facility), with an optional expansion up to ~48. The four mandatory streams are Aluminium, PET Clear, PET Green and PET Blue. Suppliers submit in Coupa a complete response — technical, implementation, service and commercial (in English) — including a detailed cost structure.

Selected suppliers will be required to meet high standards regarding classification performance and reliability, batch traceability, data ownership and portability, cybersecurity, and automated integration with RetuRO's Azure data warehouse.

Main requirements: a complete architecture (cameras, sensors, lighting, edge computing, networking, platform, storage, dashboards and APIs) validated for the four mandatory streams; demonstrated classification accuracy; real-time and historical dashboards with configurable alerts; export CSV and XLSX and API integration with the Azure data warehouse; batch-level traceability; RetuRO ownership of data; a CAPEX commercial model with transfer of hardware ownership; pilot and FAT/SAT/UAT activities; training and documentation; a minimum 24-month warranty, maintenance and SLA; TCO for 1, 2 and 5 years; at least three comparable references.
